Plumbing/HVAC Apprenticeship
Student Requirements
  • Must be a high school graduate or the equivalent
  • 18 years of age or older
  • Must be a United States Citizen
  • To enroll in apprentice classes, an applicant must be employed on a full time basis and be sponsored by either a NJ Licensed Master Plumber or a trade union.
  • Drug test and background checks required

Class Information
  • Cost: $400 + books + supply fee per semester
  • There will be 12 classes, which are 6 hours in length, each semester
  • Apprentice Annual Mandatory Meeting, TBA  at 3:30 PM
  • Apprentice classes begin on TBA.
  • Payment for class is due prior to the first session.
  • Books are to be obtained prior to the second meeting or admittance to class will be denied.  Required texts will be posted or given by instructor the first night of class
  • The United States Department of Labor, Office of Apprenticeship, is the registering agency of Apprentices in New Jersey.
  • A Licensed Master Plumber or trade union whose business is based in New Jersey may sponsor full time employees as Apprentices.
  • An Apprentice is not registered until all original forms are processed and approved by the United States Department of Labor, Office of Apprenticeship (OA).
Apprenticeship in Brief
Apprenticeship involves two major training components: 1) on-the-job learning (OJL- formerly OJT) by the Sponsor and, 2) related technical instruction (RTI) coursework by an approved provider.
On-the-Job Learning (OJL)
  • The Sponsor provides OJL for the Apprentice by designating full time employees as Trainers who:
    • Are skilled mechanics or Journey workers
    • May or may not hold a License
  • Sponsors are provided a Work Process by the OA, which:
    • Is free?of?charge
    • Outlines skills the Apprentice is to acquire over the course of the Apprenticeship while working solely within the job classification.
  • OJL is a full-time paid activity for the Apprentice throughout the program.
  • An employer or trade union whose business is based in New Jersey may sponsor full time employees as Apprentices.
  • Sponsors are like mentors who provide on-the-job learning (OJL) to full-time employees within one occupational title.
  • Sponsors commit to provide OJL and ensure that apprentices are available to attend RTI classes.
  • Sponsorship is at no cost to the employer since RTI is paid directly by the apprentices to the educational institution(s). 
  • The allowable number of Apprentices:
    • Is determined by the United States Department of Labor
    • Is subject to change over time
    • Varies by county and job classification
    • Is a ratio of the number of full time Trainers to Apprentices
  • An Apprentice is not registered until all original forms are processed and approved by the United States Department of Labor, Office of Apprenticeship (OA).
  • Sponsors of five or more Apprentices are required to form a Joint Apprenticeship Committee (JAC).
Related Technical Instruction (RTI)
  • At a minimum, an Apprentice is to complete 144 hours of classroom instruction per year during the Apprenticeship.
    • The sponsor may increase the minimum.
    • Academic and attendance requirements of the educational institution must also be met.
  • The County Apprenticeship Coordinator customizes a Course Array to meet the related instruction component and Sponsor needs.
Candidates for the Master Plumber Licensing Examination
Licensed Master Plumber Eligibility and Licensing
As of November 2, 2002, applicants for licensing must complete a registered Apprenticeship as cited in the following excerpt of the “Applicant Advisory”.  Application to take the Master Plumber License exam and the administration of the test are under the auspices of the NJ State Board of Examiners of Master Plumbers located in Newark, NJ.  Information about eligibility and assessment of occupational experience is to be requested of the licensing Board.

Related Technical Instruction (RTI) at Cape May County Adult Technical Schools
  • The Cape May County Technical Schools Adult Division offers related instruction training for United States Department of Labor registered Apprenticeships in the Plumbing Trades.
  • Fees for books, course registration, and materials fees for standard Apprentice Related Technical Instruction classes:
    • Fees vary by job classification
    • Fees vary by year
    • Course Fees are paid by the Apprentice prior to the first class meeting
    • Books are obtained by the Apprentice prior to the 2nd meeting of each class
    • Fees range from $400 to $1500 annually
  • The Sponsor is sent reports as to the Apprentice’s school attendance and grades, given all financial obligations are met

Textbooks
The Cape May County Technical Schools Adult Division does not sell textbooks. Courses that require textbooks will either be noted on your confirmation/registration receipt or the instructor will notify the first night of class. You may purchase the textbooks from the publisher directly or online or through a bookstore. Buying your textbooks directly will save you money.

Telephone registrations are not accepted.
 
Tuition is for one semester only. Costs of books are not included in tuition or shop fees, unless otherwise noted.
  
Smoking
Smoking is prohibited anywhere in school buildings or on school grounds per NJSA 26:3D-17b.
 
Food/Drink
Help keep our facilities clean. Please consume food and drink in the cafeteria or outdoors. Kindly use the recycling/garbage containers in the cafeteria. Food and drink are not allowed in the classrooms.
  
Refund and Cancelation Policies
A 100% refund is given up until the first scheduled class meeting. No refunds will be made if you withdraw at any time after the scheduled start of a class.
 

The Cape May County Technical School reserves the right to cancel courses when there is insufficient enrollment.
 
Students are responsible to meet all prerequisites to ensure that they are in the appropriate class.
 
We reserve the right to have our instructor assess the students’ ability to meet the prerequisites the first night of class.
 
Inclement Weather 
If the Cape May County Technical School is closed or dismissed early due to inclement weather conditions, the Adult Ed Division is also closed.
